Shiloh and the Promise of Peace The concept of Shiloh as “rest” or “tranquility” is often connected to the overarching biblical theme of God’s presence and provision. Shiloh is not elsewhere in the Bible as a personal name and, significantly, the passage is not cited Messianically in the NT. Interestingly, the Qumran compilation of Patriarchal Blessings paraphrases the word “Shiloh” as “the rightful Messiah” or “the Messiah of righteousness,” rather than taking it as a personal name.
